THE PROBLEM
European ports play a crucial role in international trade, regional connectivity, and economic growth, but they are increasingly vulnerable to extreme weather events such as storms, heavy rainfall, coastal flooding, and heatwaves. These events can severely disrupt port operations, damage infrastructure, and create safety risks for vessels and personnel, leading to significant economic losses.
Developing a comprehensive resilience plan that integrates operational, structural, institutional, and socio-economic measures is essential to enhance the ports' ability to withstand and quickly recover from extreme weather events.
THE PROJECT
The SAFARI project is an innovative initiative focused on developing a digital platform to enhance the resilience and operational continuity of port infrastructure during extreme weather events. By integrating emergency management modules with operational, maintenance, and analytical capabilities, the platform connects large port communities and optimizes the allocation of multi-modal transport assets.
The project focuses on maintaining high operational capacity during disruptions, strengthening infrastructure, ensuring safety, and protecting biodiversity. The project involves deploying new measures and technologies across pilot ports in Dunkirk, Seville, and Lisbon, with the goal of providing a replicable model for other ports.
The main objectives of the SAFARI project are the following:
Maintain port operations at 80% capacity during disruption periods
Optimize the allocation of multi-modal transport assets before and after disruptive events to achieve a 20% modal cargo shift
Develop resilient measures to strengthen existing port infrastructure against extreme weather events and ensure the safety of personnel, vessels, and biodiversity
Build a governance model and guidelines to address climate risks and hazards for port infrastructure
OUR ROLE
- Develop real-time monitoring system and predictive analytics for railway maintenance.
- Integrate algorithms and tools into the digital platform that will be developed.
- Demonstrate system capabilities at Dunkerque port.
- Conduct vulnerability analysis and assess socio-economic impact on business and stakeholders.
